Designing durable low-noise pavements: More than acoustics alone

The paper is not in a standard format. The abstract, introduction, problem statement, and other relevant sections are missing. The exact scope is not clear and is not supported by the appropriate literature background. In the present form, the submission cannot be accepted for presentation in the conference. The paper brings some insight in the state-of-the-art of the design of low noise road surface. It is well written. However, it remains on quite general consideration and could be significantly improved by providing scientific results and supporting figures. The only figure should have a title.

Unless the authors can be revealed the paper cannot be accepted for the conference. Anonymous authors are not accepted. Another concern I have is that the model's accuracy is claimed to be about 0.1 dB. This is nonsense. It is impossible to verify the accuracy of such a model as it is not even possible to measure the noise properties of pavements with such accuracy. In fact, not even close to 0.1 dB. This indicates that the authors have limited knowledge about reality. However, the holistic approach is commendable.
