This paper presents a highly promising, configurable 3D RSL decision‑matrix that fuses surface‑degradation forecasts with TSDD‑derived structural indices to guide proactive network‑level maintenance. Please address:


1. Subject–verb agreement: “The initial distress‑cause‑model were developed…” → “was developed” or “models were developed.”


 2. Inconsistent citation style: standardize to e.g. “Lau et al. (2022)” and “Virginia Department of Transportation (2019).” 


3. Run‑on sentences and comma splices: split long “which…” clauses into shorter statements. 


4. Incorrect unit notation: replace “9 cm³” with “9 cm per 100 m” or “10 mm.” 


5. Misuse of articles and prepositions: change “at network level” to “at the network level” and “from the RSL” to “based on the RSL.” 


6. Figure quality: increase resolution, sharpen axis labels, and apply consistent color/shading in Figure 4.

Thanks for the paper and We look forward to your presentation. In your presentation, it is recommended to discuss more on 1) how you integrate surface distress data and subsuface condition data with different spatial resolutions to make final maintenance and rehabilitation decisions (state agencies need to deal with). The data are coming from different spatial resolution and how do you aggregate a small resolution of outcomes (say 1 m) to a large resolution (say 1km) 2). Simply avergae them or ? For journal publication, be sure to put more complete information and point out more clearly the challenges to overcome and the contributions.
